December 2018

Interactive meet with Adoptees and Prospective Adoptive Parents on 12.12.2018

An annual meet for Adoptive Parents was organized by SARA, WB at Community centre of CD block, Salt lake. Ms. Richa Misra, Director-CRT inaugurated the meet. The adopted children as well as the children of Specialized Adoption Agencies participated in cultural activities like singing, dancing, poetry etc. Gifts were distributed to the children and interactions also took place with the adopted children and their parents. The programme ended with a magic show and musical events.

Video Conference on 14.12.18

A video conference on ICPS related issues was held with DSWOs and DCPOs of all the districts on the following issues:
- Infrastructure of Place of Safety
- Aftercare
- SPAHT implementation
- Monthly meeting on trafficking related issues
- CPC monitoring format

Orientation cum Performance Review Meeting on Adoption, Sponsorship and SAA-CCI linkage on 18.12.2018-19.12.2018

A two days orientation cum performance review meeting on adoption, sponsorship and SAA-CCI linkage was held in Bolpur, Birbhum. DSWO, Home Superintendents, DCPO, Protection Officers (IC) & Protection Officers (NIC), Secretary, Coordinators and Social Workers of SAAs of Birbhum, Hooghly, South 24 Parganas, North 24 Parganas, Jhargram, Paschim Medinipur, Purba Medinipur, Purulia, Howrah and Bankura participated in the meeting. The review meeting was chaired by Dr. Sashi Panja, HMoS, Dept. of WCD & SW, GoWB and convened by Ms. Richa Misra, Director-CRT. Senior Officials from the state, team members of SARA was also present in the meeting.

Orientation Programme on Track Child 2.0 on 20.12.2018

One day orientation on track child 2.0 was conducted for DCPO, PO-NIC, Data Analyst of DCPU, ADEOs of CWC, Counsellors, CWO of CCIs from Alipurduar, Coochbehar, Dakshin Dinajpur, Jalpaiguri, Malda, Paschim Medinipur, Purba Bardhaman, Purba Medinipur, Purulia.

Training programme for Counsellors under ICPS on 27.11.2018-02.12.2018

Six days phase-II training programme for counsellors under ICPS was organised by State Child Protection Society in partnership with UNICEF, Sammikhani being the technical agency for the training in the conference hall of ICMARD. The counsellors from DCPU, CCI of Kolkata, Murshidabad, Howrah, Hooghly, Nadia, Paschim Medinipur, Purba Medinipur attended the meeting.

Orientation programme for Social worker members of JJB on 28.11.18

One day orientation programme for newly recruited Social Worker members of JJB was organised by State Child Protection Society in the conference hall of Seva Kendra. The newly recruited Social Worker members of Howrah, Hooghly, Dakshin Dinajpur, South 24 Parganas and Paschim Medinipur attended the training. The training was facilitated by senior and experienced persons in the field of child protection.

Meeting of State Advisory Committee to prevent and combat trafficking of women and children for commercial sexual exploitation on 30.11.2018

The 7th meeting of State Advisory Committee on prevention of Trafficking for commercial sexual exploitation headed by Dr. Shashi Panja, HMoS (IC), Dept. of DWCD & SW was held at the conference hall of Nabanna. Secretary, DWCD & SW, Director, CRT and secretaries of other line departments were present in the meeting to discuss the following points:
- Confirmation of the minutes of last meeting of the SAC.
- Update on anti trafficking initiatives taken by the State Govt.
- Proposal of WBCPCR to convert the women police stations to women and child police stations.
- Proposal for setting up help desk in Srinagar and signing MOU between Dept. of Women & Child Development & Social Welfare, Govt. of WB and J&K.
- Status of victim compensation for trafficked survivors.
- Finalization of Media Guidelines on child protection issues.

October 2018

Orientation Programme on TrackCHILD 2.0 on 04.10.18

One day orientation on track child 2.0 was conducted for staff of CCI, CWC, JJB and DCPU from Bankura, Birbhum, South 24 Parganas, North 24 Parganas, Hooghly, Nadia, Howrah, Murshidabad, and Kolkata in the conference hall of Jalasampad Bhavan.

Consultative Workshop on Implementation of SPAHT on 09.10.18

A state level consultation on implementation of SPAHT was held in the conference hall of Hotel Hindusthan International. The consultation was chaired by HMoS (IC)-Dept. of WCD & SW and was convened by Secretary, Dept. of WCD & SW. Senior officers from different line departments were present in the meeting. DSWOs and DCPOs of all the districts along with NGOs working in the field of prevention of human trafficking actively participated in the consultation through different group activities.

Training programme for Counsellors under ICPS on 10.09.2018-15.09.2018

Six days training programme for counsellors under ICPS was organised by State Child Protection Society in partnership with UNICEF, Sammikhani being the technical agency for the training. Meeting of West Bengal Task Force on 17.09.2018

A meeting of West Bengal Task Force was held in the conference hall of Bikash Bhavan. The meeting was chaired by Secretary, Dept. of WCD &SW. Senior officials from the line departments were present in the meeting. Amendment of operational guidelines on RRRI was discussed in the meeting.

Capacity building of CWC members on issues related to Child Protection on 19.09.2018

A one day training of newly recruited CWC Chairperson and members of Birbhum, North 24 Parganas, Uttar Dinajpur on issues related to Child Protection was held in Seva Kendra, Kolkata. The training programme was organised by State Child Protection Society

Capacity building workshop of Social Worker, JJB on 20.09.2018

A one day training of newly recruited social worker members of JJB of Birbhum, North 24 Parganas, Kolkata, Uttar Dinajpur on issues related to Child Protection was held in Seva Kendra, Kolkata. The training programme was organised by State Child Protection Society.

Capacity building workshop for Legal cum Probation Officers (LCPOs) on 26.09.2018-28.09.2018

A three days capacity building workshop for Legal cum Probation Officers (LCPOs) of all the districts and Probation Officers of Probation of Offender’s Act, 1958 was held in the conference hall of ICMARD building. The training programme was organised by State Child Protection Society.

Sensitization programme with district judges and lawyers on adoption related issues on 11.08.2018

A one day sensitization programme with district judges and lawyers on adoption related issues was held at West Bengal Judicial Academy. CEO-CARA, Senior officers from DCRT, persons from SARA facilitated the sessions. The programme was conducted on the following issues:
- JJ Act, 2015.
- Adoption regulations, 2017 with a special focus on court pendency.

Video Conference on ICPS related issues on 31.08.2018

A video conference was held with the DSWOs, DCPOs and Home Superintendents of all the districts on the following issues:
1. Operationalization of G-SAA.
2. Registration of CCI’s.
3. Education of children in Govt. homes.
4. Repatriation and restoration of children.
5. Inspection of CCI’s.
6. Sponsorship status

Outreach programme at district level on adoption and trafficking on 11.07.2018

An outreach programme on adoption related issues and trafficking issues was organised by SCPS in collaboration with District Child Protection Unit, North 24 Parganas. The programme was held at Gaighata block where the BLCPC members of the nearby blocks attended the programme.

Review meeting with District Social Welfare Officers on 13.07.2018

A review meeting with District Social Welfare officers were held in the conference hall of Bikash Bhavan where different issues related to Department of WCD & SW was discussed. The meeting was presided by HMoS (IC) and Secretary, DWCD and SW, Gov. of West Bengal. The following issues from CRT were discussed in the meeting: - Status of residence of the Superintendent within the Home Premises
- Status of recruitment of contractual staff under ICPS in GO Homes
- Status of Sponsorship
- Status of escape and death in last 3 financial years
- Registration of CCIs
- Status of CPC training
- UC’s for Cottage home
- Status of Court cases in the last 3 financial years.

Annual General Meeting of SCPS on 24.07.2018

The eighth Annual General Meeting of SCPS was held in the 10 th floor conference hall of Bikash Bhavan. Hon. Minister (Independent Charge). The meeting was convened by Director, CRT. Senior officers from the Department and the Directorate, SCPS persons, Officers from other line Departments, Governing body members, Representatives from different NGOs were present in the meeting. The meeting was carried out with discussions on annual activities of SCPS and financial audit. Annual report of SCPS (2017-2018), IEC materials on Trafficking and Media guidelines were launched by Honourable HMoS in the meeting.

Training of Caregivers of CCI on Minimum Standards of Care on 06.06.2018-07.06.2018

Two day phase –II training on Minimum Standards of Care was held at ICMARD building, Ultadanga where House mothers and house fathers from different Child Care Institutions, both Government and Non-Government that are registered under JJ Act, 2015 from Bankura, Birbhum, Murshidabad, Nadia, Purba Medinipur, Paschim Medinipur, Purulia were invited for the training. The training was organized by Directorate of Child Rights and Trafficking and SCPS and facilitated by Prajaak.

A two days orientation cum review meeting on adoption, sponsorship and SAA-CCI linkage was held in Paschim Medinipur. Protection Officers (NIC), Secretary, coordinators and social workers of SAAs of Bankura, Purulia, Paschim Medinipur, Purba Medinipur, Jhargram, Howrah, Hooghly, North 24 Parganas, South 24 Parganas participated in the meeting. The review meeting was inaugurated by Ms. Richa Misra, Director-CRT and senior Officials of the state and the district was present in the meeting.

Capacity building of stakeholders on Restoration and Repatriation on 21.06.2018

A capacity building of Home Superintendents, DCPOs and PO-IC on restoration and repatriation of children was held in the conference hall of Bikash Bhavan. The districts namely Jalpaiguri, Murshidabad, Malda, North 24 Parganas, Dakshin Dinajpur, Howrah, Paschim Medinipur, Nadia and South 24 Parganas were selected for the first phase of training.

Meeting of State Advisory Committee to prevent and combat trafficking of women and children for commercial sexual exploitation on 29.06.2018

The 6th meeting of State Advisory Committee on prevention of Trafficking for commercial sexual exploitation headed by Dr. Shashi Panja, HMoS (IC), Dept. of DWCD & SW was held at the conference hall of Nabanna. Secretary, DWCD & SW, Director, CRT and secretaries of other line departments were present in the meeting to discuss the following points:
- Confirmation of the minutes of last meeting of the SAC
- Update on anti trafficking initiatives taken by the State Govt.
- Progress against the indicators as outlined in SPAHT in relation to prevention, protection, prosecution and rehabilitation of trafficked survivors
- Formulation of work plan for prevention of trafficking for the next six months
- Inter-departmental coordination for restoration and repatriation of victims of trafficking.

Orientation cum review meeting on Adoption, sponsorship and SAA-CCI linkage on 24.05.20108 to 25.05.2018

A two days orientation cum review meeting on adoption, sponsorship and SAA-CCI linkage was held in Malda. Protection Officers (NIC), Secretary, coordinators and social workers of SAAs of 12 North Bengal districts participated in the meeting. The review meeting was inaugurated by Ms. Richa Misra, Director-CRT and senior Officials of the state and the district was present in the meeting.

Advocacy campaign in Purulia on 29.05.2018

An advocacy campaign on adoption and adoption related issues was organised in the circuit house of Purulia. District officials from health, DLSA, PNRD, SSM, ICDS, CHILDLINE were present in the meeting. Resource persons from SCPS conducted the advocacy campaign.

Meeting with Police and other stakeholders on Human Trafficking on 05.04.2018

A meeting on Human Trafficking with Police and other stakeholders was held in Director’s chamber at Directorate of Child Rights and Trafficking. The meeting was chaired by Ms. Richa Misra, Director, Directorate of Child Rights and Trafficking. Senior police Officials from CID, Representatives from UNICEF, CHILDLINE attended the meeting. The meeting was conducted based on the decision taken in the 5 th SAC meeting to hold quarterly meetings with key stakeholders at the State level to increase coordination for effectively addressing the issue of human trafficking.

Review meeting of District Social Welfare Officers (DSWOs) and District Child Protection Officers (DCPOs) on 06.04.2018

A review meeting was held in the conference hall of Bikash Bhavan with all the DSWOs and DCPOs on Child Rights and Trafficking, Social Welfare and disability related issues. Dr.Shashi Panja, HMoS, DWCD & SW chaired the meeting. Ms. Sanghamitra Ghosh , Secretary, DWCD & SW shared the objectives of the meeting. Ms. Richa Misra, Director, Child Rights and Trafficking convened the meeting. Senior Officers of the Department and Directorate were present in the meeting. The members were introduced to new schemes “Rupasree” and “Manabik”.

Meeting of Executive Committee of SCPS on 17.04.2018

A meeting of the Executive Committee of SCPS was held at the conference hall of Bikash Bhavan. The meeting was chaired by Ms. Sanghamitra Ghosh, Secretary, Dept. of WCD&SW, Government of West Bengal and convened by Ms. Richa Misra, Director, CRT, Government of West Bengal. Senior Officers of the Department of WCD & SW and Directorate of Child Rights and Trafficking, officials from SCPS, UNICEF and other NGOs were present in the meeting. The meeting was held based on the following agendas:
- Review of Activities of ICPS like CPC status, rehabilitation of CWSN, vocational training, NIC etc.
- Review of proposals (2018-2019)approved by PSC

Meeting of State Task Force on Trafficking and RRRI of women and children on 24.04.2018

The meeting of the West Bengal Task Force was held under the chairpersonship of Secretary, DWCD & SW in the Conference Hall of Bikash Bhavan where the following points were discussed:
- Update on Anti Trafficking activities
- Issues related to repatriation of Bangladeshi nationals
- Amendment of the operational guidelines on RRRI of women and child victims of trafficking and cross border movement.
- Implementation of State Action Plan on Human Trafficking
- Miscellaneous

Meeting of Project Sanction Committee of SCPS on 28.03.2018

A meeting of Project Sanctioning Committee of SCPS was held at Conference Hall, 10 th Floor, Bikash Bhavan for approval of new proposal for FY 2018-2019. The meeting was presided by Ms. Sanghamitra Ghosh, Secretary, Dept. of WCD&SW, Gov. of West Bengal, convened by Ms. Richa Misra, Director, CRT. Senior Officials from the Directorate, Department and other Directorates of the Department were present in the meeting. A brief presentation on new proposals was shared and discussed during the meeting.

Training of Caregivers of CCI on Minimum Standards of Care on 20.02.2018 to 21.02.2018

Two day phase –I training on Minimum Standards of Care was held at Coochbehar. Superintendents, Probation Officers, Child Welfare Officers attended the training. Child Care Institutions, both Government and Non-Government that are registered under JJ Act, 2015 from Alipurduar, Dakshin Dinajpur, Coochbehar, Jalpaiguri, Darjeeling, Kalimpong, Malda, Uttar Dinajpur were invited for the training. The training was organized by Directorate of Child Rights and Trafficking and SCPS and the facilitated by Prajaak.

Orientation training of Police Personnel on JJ Act and rules and POCSO Act, 2012 on 21.02.2018

One day orientation training was organized by Directorate of Child Rights and Trafficking and SCPS at Jalasampad Bhavan on POCSO Act, 2012. Senior Police Officers from Kolkata, Howrah, Hooghly, South 4 Parganas, North 24 Parganas, Purba Bardhaman, Paschim Bardhaman, Birbhum, Purba Medinipur, Paschim Medinipur and Jhargram attended the training.

Two day phase –II training on Minimum Standards of Care was held at Coochbehar. House mothers and house fathers attended the training. Meeting in connection with implementation of State Plan of Action for Preventing and Combating Trafficking in Women and Children(SPAHT) on 23.02.2018

A meeting was held with the representatives of DCPU and NGOs of three districts namely Cooch Behar, Jalpaiguri and Alipurduar on the perspective of implementation of State Plan of Action for Preventing and Combating Trafficking in Women and Children (SPAHT) in the office chamber of the Addl. District Magistrate (SW), Cooch Behar. The meeting was discussed on the following issues:

- Inter-departmental convergence - Strengthening CPCs for preventing and combating Trafficking
- Vulnerability mapping
- Establish child friendly Police stations
- Display of IEC
- Functioning of AHTU

Video Conference on ICPS related issues on 05.01.2018

A Video Conference was held from the Conference hall of Bikash Bhavan, where Ms. Richa Misra, Director, CRT chaired the meeting. The DSWOs, DCPOs and other persons of DCPU participated in it from the districts participated in the meeting. The objective of the meeting was operationalization of PAB approved CCIs for the FY 2017-2018.

A meeting with the members of District level Inspection Committee of Kolkata was held at the Director’s office in Saishali Bhavan to plan for monitoring visits of the CCIs.

Two day training on minimum standards of care was held at the conference hall of ICMARD. Superintendents, Probation Officers, Child Welfare Officers attended the training. Child Care Institutions, both Government and Non-Government that are registered under JJ Act, 2015 from Bankura, Birbhum, Murshidabad, Nadia, Purulia, Paschim Medinipur, Purba Medinipur were invited for the training. The training was organized by Directorate of Child Rights and Trafficking and SCPS and the facilitated by Prajaak. The objective of the training was to orient the officers on minimum standards of care that needs to be ensured in the CCIs that was shared by Ms. Richa Misra, Director-CRT, Ms. Kamala Saha, Dy. Director-CRT and Mr. Deb Kumar Bhattacharya, Asst. Director-CRT.

Meeting of State Advisory Committee on 12.12.2017

5th Meeting of West Bengal State Advisory Committee for prevention of Trafficking for Commercial Sexual Exploitation was held at Conference Hall of Chief Secretary to the Government of West Bengal, 13th Floor NABANNA, that was chaired by Dr. Shashi Panja, HMoS (IC), DWCD & SW, Gov. of West Bengal. The meeting was convened by Ms. Richa Misra, Director-CRT. Mr. Goutam Kumar Das, Dy. Director-CRT was present in the meeting. The meeting was attended by the representatives from different line departments, UNICEF and NGOs. Handbook on State Plan of Action on Trafficking was released in the meeting.

Training of Master Trainers in connection with CPC on 20.12.2017-22.12.2017

The phase-1 Induction Training of Master Trainers was held at District Training Centre, Jalpaiguri. It was supported by SCPS, West Bengal in collaboration with District Child Protection Unit, Jalpaiguri. The participants were from both Government and Non-Government sectors. The training was conducted for Alipurduar, Darjeeling, Jalpaiguri and Kalimpong. Topics on ICPS and CPCs were discussed in the training.

Workshop for DSWOs, Home Superintendents and DCPOs regarding issues related to Children with Special Needs on 15.11.2017 & 16.11.2017

A two day workshop was scheduled at Stadel Hotel, Salt Lake for DSWOs, Home Superintendents and DCPOs of all the districts with an objective to enhance the capabilities of the care givers of the CCIs for proper development and rehabilitation of the Children with Special Need (CWSN). The workshop was inaugurated by Dr. Sashi Panja, HMoS (IC), Dept. of WCD & SW, Government of West Bengal, Ms. Ananya Chakraborty, Chairperson-WBCPCR and Ms. Richa Misra, Director-CRT

A video conference with all the DSWOs and DCPOs were held at the conference hall of Bikash Bhavan to discuss the following agenda: - Use of “Mobile App” - New proposals for PAB (2018-2019) - List of inmates of Bangladesh, Nepal and Myanmar - Recruitment of contractual staff at Govt. and NGO homes and DCPU - Operationalization of PAB approved CCI The meeting was chaired by Dr. Sashi Panja, HMoS (IC), Dept. of WCD & SW, Government of West Bengal along with Ms. Sanghmitra Ghosh, Secretary, Dept. of WCD & SW, Government of West Bengal and Ms. Richa Misra, Director-Child Rights and Trafficking.

Review Session on Alternative Care on 24.11.2017

A review session on alternative care with the member of CWCs of all the districts, representatives from SAA and all the protection Officers (NIC) in the conference hall of Jalsampad Bhavan. A block level sensitization programme on legal adoption was held at the block office of Sandeshkhali-I in collaboration with District Child Protection Unit, North 24 Parganas. Members of BLCPC, Panchayat Pradhan, representatives of local NGO were present in the meeting. Persons from SCPS facilitated the session.

A block level sensitization programme on legal adoption was held at the block office of Sandeshkhali-II in collaboration with District Child Protection Unit, North 24 Parganas. Two day training on minimum standards of care was held at the conference hall of ICMARD. Superintendents, Probation Officers, Child Welfare Officers attended the training. A meeting of State level Inspection Committee was held at the Saishali building where monitoring of CCIs was discussed. Home inspection app was introduced to the members along with form 46 that was also discussed. Ms. Richa Misra, Director, Child Rights and Trafficking chaired the meeting, Mr. Supriya Sarkar, Dy. Director, Child Rights and Trafficking convened the meeting. CWC member, JJB Social worker, Executive Director, JPISC was present in the meeting.

Meeting on bidding of training proposal on Expression of Interest on 15.09.2017

Expression of Interest was invited from different agencies and institutions for training on Life Skill Education and Primary Counseling Skills. The meeting for bidding of the training proposal submitted was held at the Saishali Building. The members of the bidding committee were Ms. Richa Misra, Director, Child Rights and Trafficking, Ms. Debarati Ghosh, Dy. Secretary, Dept. of WCD & SW, Mr. Indusekhar Chatterjee and Mr. Jahangir Sheikh, Jt. Director, Child Rights and Trafficking and Mr. Supriya Sarkar, Dy. Four organizations have submitted proposals for life skill education and one organization has submitted proposal for training on primary counseling skills.

Review meeting on Sponsorship on 21.09.2017

A Video Conference was held from Vidyut Bhavan, Salt Lake, where Ms. Richa Misra, Director, CRT and other officers conducted the conference. The Addl. District Magistrates of the districts were present in the conference. Home inspection app was introduced and demonstrated in the conference.

Workshop on Adoption related issues for District Judges on 06.08.2017

A one day sensitization workshop on adoption related issues was held at the Judicial Academy with the district judges. The programme was conducted by DCRT & SCPS in collaboration with UNICEF and organized by West Bengal Judicial Academy. Senior level officials from the academy and Directorate were present in the meeting to discuss on the case pendency of adoption and other miscellaneous issues. Dr. Jannath Pati Dy. Director, CARA highlighted the role of judiciary in pendency of cases related adoption.

Training on JJ Act, 2015, POCSO Act, 2012 and other Child Protection issues on 10.08.2017

A one day orientation training programme on JJ Act, 2015, POCSO Act, 2012 and other child protection issues was organized by DCRT & SCPS in collaboration with JPISC in one of the conference hall of ICMARD building. Workshop on SC judgement in respect of JJ Act on 17.08.2017

A one day workshop on JJ Act related issues were held at the conference hall of Judicial Academy. The workshop was organized by DCRT & SCPS. District Magistrates, Addl. District Magistrates, Principal Magistrates, District Social Welfare Officers and District Child Protection Officers of all the districts, NGOs and other stakeholders were invited to the meeting. The meeting was chaired by Dr. Shashi Panja, HMoS (IC), Ms. Roshni Sen, Secretary, Department of WCD & SW, Government of West Bengal. The challenges, way forward to the directions of writ petition were shared in the meeting to map further plan of action along with different stakeholders was discussed. The progress in respect of the SC judgment was also highlighted in the meeting.

Meeting with NGOs for operationalization of Child Protection Committees on 25.08.2017

A meeting was organized at the conference hall of Bikash Bhavan with different NGOs regarding their roles and responsibilities of rolling out of CPCs across West Bengal. The meeting was chaired by Ms. Richa Misra, Director CRT where it was suggested to modify the allocation of NGOs and develop a set of guidelines in rolling out of CPCs across the districts.

Tree Plantation in SMM Home, Liluah on 30.08.2017

Plantation of low height fruit bearing trees was carried out in the campus of SMM Home, Liluah in presence of Chairperson WBCPCR; Ms. Roshni Sen, Secretary, WCD & SW, Government of West Bengal; Ms. Richa Misra, Director, Child Rights and Trafficking, West Bengal; local MLA; representatives from the district administration and officials from the forest department. In addition, a small exhibition to display the products made by the inmates was also organized.

Annual General Meeting on 10.07.2017

Annual General Meeting of SCPS was held in the 10th floor conference hall of Bikash Bhavan. Dr. Shashi Panja, Hon. Minister (Independent Charge), Ms. Roshni Sen, Secretary of DWCD & SW, Govt. of West Bengal chaired the meeting, and Ms. Richa Misra, Director, CRT chaired the meeting. A consultative meeting on framing POCSO guidelines was held in the conference hall of Bikash Bhavan. The meeting was chaired by Ms. Richa Misra, Director, CRT, Govt. of West Bengal. A brief presentation on the POCSO Act, 2012 was presented before the house and suggestions were provided by the different persons present in the meeting.

Video Conference with NCPCR on JJ Act, 2015 and POCSO Act, 2012 on 21.07.2017

A video conference with NCPCR was conducted where Ms. Richa Misra, Director, CRT was present. It was discussed that the monthly monitoring formats of JJ Act, 2015 and POCSO Act, 2012 may be sent to NCPCR within the stipulated time.

District Level Convergence Meeting on implementation of SPAC-AHT in South 24 Parganas, on 02.05.2017

A district level convergence meeting was held at the Conference Hall of the New Treasury Building in Alipore, Kolkata with support from UNICEF. The objective of the meeting was to have joint discussion and collaboration with the line departments about the implementation of the State Plan of Action against Human Trafficking and to develop a timeline for implementation of the activities. An one day need assessment exercise was conducted by Sammikhani in two phases. A meeting on life skills on 14.03.2017

A meeting with representatives from CINI, Save the Children, Kolkata Sanved and Talash were conducted to discuss on life skill education at Saishali Building. The Directorate is interested in conducting life skill education in all the Child Care Institutions. The Induction Training of MTs was held at ICMARD building, Ultadanga. It was organized by SCPS, West Bengal. The three days training was conducted through participatory training methodology. Dissemination workshop in formulating state JJ rule on 24.11.2016

A consultative meet chaired by Dr. Shashi Panja, Hon. Minister in Charge, and Ms. Roshni Sen, Sec. WCD&SW, Mr. Bendanga Biswas, Dy. Sec. WCD&SW, Ms. Richa Misra Director, CRT, Mr. Indusekhar Chattejee, Dy. Director, CRT were present in the meeting. The suggestions of the various sub-committees were presented before the house and further changes were discussed in framing WBJJ rules, 2016.

Training of Master Trainers for CPC in Bankura and Purulia districts on 22.11.2016-24.11.2016

The Induction Training of MTs was held at District Training Centre, Purulia. It was supported by SCPS, West Bengal in collaboration with District Child protection Unit, Purulia. Celebration of Child Rights Day on 21.11.2016

Child Rights day was celebrated at EZCC hall conducted by SCPCR. SCPCR chairperson, Ms. Richa Misra, Director, CRT and other senior officials were present in the meet. Persons from SARA, Persons from DCPUs across West Bengal, NGO representatives participated in the programme. Children from different Child Care Institutions performed various cultural programmes.

Observation and celebration of Child Rights Week on 14.11.2016-20.11.2016

Various awareness generation programmes like rallies, tram rides were observed and celebrated throughout the week in different districts through respective District Child Protection Units.

Training on Managing Children with special needs on 16.11.2016-17.11.2016

The training programme was inaugurated by Ms. Richa Misra, Director, Child Rights and Trafficking. This was a two day’s training programme on children behaviour and mental health was organized by SCPS in collaboration with JPISC, supported by Terres Des Hommes. Workshop on conducting Home Study Report in connection with Adoption organized by SARA, WB on 01.09.2016

A one day orientation workshop was held at ICMARD building with an objective to capacitate the social workers of Specialized Adoption Agency across West Bengal to conduct Home study report, Child Study Report and Medical Examination Report. Mr. Supriyo Sarkar, AD, CRT, Ms. Soumeta Medhora, Ms. Kamalika Banerjee were the facilitators who tried to highlight the technicalities of filling up of forms and reduce pendency in the CARINGS portal through mock sessions and interactive discussions. Orientation of CWC members on 09.09.2016

An orientation training of CWC members of North Bengal districts, Jalpaiguri, Malda, Darjeeling, Murshidabad, Coochbehar, Alipurduar, Dakshin Dinajpur was held at Hotel Heritage in Siliguri. The programme was organized by SCPS in collaboration with Jayprakash Institute of Social Change. Topics on JJ Act, 2015, roles and responsibilities of CWC members in adoption, Anti Human Trafficking were covered during the training. Ms. Richa Misra, Director, Child Rights and Trafficking welcomed the participants and interacted with them regarding the problems they are facing. An orientation training of DCPU staffs, CWC members, SAA representatives and NGOs from Jalpaiguri, Malda, Darjeeling, Murshidabad, Coochbehar, Alipurduar, Dakshin Dinajpur was organized in Siliguri to highlight SAA-CCI linkage, technicalities of the online system along with discussion on modalities for reducing pending LFA certificates. Adoptive Parents meet on 15.09.2016

An annual meet for Prospective Adoptive Parents was organized by SCPS at Mahanayak Mancha, Unnayan Bhaban. Dr. Shashi Panja , Honourable Minister, independent charge along with senior officials of Dept. of Women Development, Child Development and Social Welfare along with Director, CRT Ms. Richa Misra were present in the meet. The children of Specialized Adoption Agencies performed on the stage through various cultural activities like singing, dancing, poetry etc. Dr. Shashi Panja gifted and interacted with the adopted children and their parents. There were NRI parents as well. Lastly the programme ended through magic show and musical programme.

A sharing meeting on assessment of NGO services in Government run JJ Homes was held in the conference hall of Bikash Bhavan with the different NGOs. The study was conducted Dr. Bipasha Roy and she shared her findings with the NGOs. Director, CRT, Dy. Director, CRT, SCPS persons and UNICEF consultants were present in the meeting. An induction cum planning meeting was organized at ICMARD building with the State Level Resource Persons of different NGOs and Directorial Officers of DCRT were present. Interstate workshop on Investigation of cases of Human Trafficking on 30.08.2016-31.08.2016

The Department of Child Development, Women Development and Social Welfare with the support of State Child Protection Society, West Bengal and UNICEF organized a two days interstate (West Bengal and Maharashtra) workshop at Indis Mart Hotel on investigation of cases of human trafficking. The objective of the workshop was to bring together police officers from both states, particularly those who are currently investigating cases of human trafficking in the two states, on a common platform and explore possible solutions to remove existing challenges and gaps in effective prosecution of the traffickers.

The workshop was attended by 14 Investigating Officials and Officer from Anti Human Trafficking Unit from source districts namely North 24 Parganas, South 24 Parganas and Kolkatain West Bengal. There were 6 police officials from Pune, Thane and Mumbai city in Maharashtra. Smt. RoshniSen,Secretary ,WCD&SW,Dr. P.M.Nair,TISS Chair Professor,Smt. RichaMisra,Director,Child Rights & Trafficking,Mr. AsadurRahaman,Chief,UNICEF addressed the participants. The workshop was technically supported by SANJOG, a research based organization.

State workshop on Assessment of Juvenile Justice system and Assessment of NGO services

A workshop was organised by Directorate of Child Rights and Trafficking and UNICEF on 8.7.2016 at CII, salt lake on assessment of Juvenile Justice system in West Bengal of Government run homes particularly through NUJS and UNICEF and Individual assessment of NGO homes by Ms. Bipasha Roy.

  • Review of training modules submitted by the training sub-committee members
  • Developing uniform training module aligned to the guideline

Meeting on West Bengal Task force on repratriation of Bangladeshi children

A meeting regarding Expediting Repatriation of Bangladeshi Children and Women lodged in Govt. and NGO run Homes in West Bengal was organised under the chairmanship of Smt. Richa Misra , Director Child Rights and Trafficking on 20.7.2016 to seek the vital opinion of the stakeholders engaged in the process to streamline the process, and promote child friendly method to ensure safe and speed repatriation. The meeting was attended by Additional Secretary, Dept. of Home Foreigners and NRI , Foreign Regional Registration Officer, Bureau of Immigration, Kolkata, Deputy Commandant, BSF , Eastern Regional Office , Intelligence Branch , West Bengal , Assistant Director , Directorate of Child Rights and Trafficking , Child Protection Specialist from UNICEF and Senior Program Manager , Justice and Care attended the meeting .

A State Level Consultation Programme on Alternative Care for Children under ICPS was organised on 22nd July, 2016 at The Stadel, Salt Lake City, Kolkataby Department of Child Development, Women Development and Social Welfare and supported by SCPS, West Bengal and UNICEF under the chairmanship of Dr. SashiPanja, Hon’ble Minister of MWCD, W.B. The consultation took place with the valuable presence of Smt. RoshniSen, Secretary, Dept. of MWCD.W.B. , Mr. M.G.Hira, Commissioner, Dept. of MWCD ,Smt. Richa Mishra, Director, CRT, W.B.,. Mr. BedangaBiswas, Deputy Secretary, Mr. AsadurRaheman Chief Field Office, UNICEF, Kolkata., Dr. Nilima Mehta, Mrs. Narmada Anand, Mrs. NigamaMascarhanas, Mr. Dipak Prasad Sahu, Director, SOS Village, Kolkata, District Social Welfare Officers, PO(NIC)s, CWC members from 12 districts of W.B., some NGO representatives and participants from few SAAs to understand the importance of alternative care especially to deliberate the focus upon Foster Care, as Govt. of India has already formulated and drafted a model guidelines on Foster Care.

The meeting on Project approval committee of Ministry of Women and Child Development was held on 25.7.16 at Bidyut Bhaban through Video conference. This meeting was conducted to discuss the issues on programme and financial allocations during the year 2016-17. The secretary of our department conducted the video conference on behalf of the state while on the other side secretary, Ministry of Women and Child Development was there. All aspects were discussed in the said coference.

One day Training of Data Entry operators on Track CHILD portal 2.0

All the ADEOs of SCPS, DCPU, CWC, JJB and one person in charge of Track CHILD 2.0 have received hands on training for all the day. The training was provided by consultant MIS at ICMARD building on 29.7.2016.

Meeting of West Bengal Task Force

The meeting of West Bengal Task Force held on on 16th June 2016 in the conference hall of Department of Child Development, Women Development & Social Welfare at Salt Lake under the chairmanship of Ms Roshni Sen, Secretary of the Department. The Director Child Rights and Trafficking presented an update of the activities took place within January to May 2016.

Meeting of State Advisory Committee

The 3rd meeting of West Bengal State Advisory Committee on Combating Human Trafficking for Commercial Sexual Exploitation, chaired by Dr. Shashi Panja, Hon’ble Minister of State, Child Development, Women Development & Social Welfare (Independent Charge) was held at Conference Hall, Dept. of Child Development, Women Development & Social Welfare on 13th June 2016. Ms Roshni Sen, Secretary, Dept. of CD, WD & SW emphasized on the major agenda on finalization of State Plan of Action on Prevention of Trafficking. A brief presentation was made by the Director Child Rights and Trafficking focusing on the objectives behind developing this plan , strategies , major pillars and activities and responsible departments to implement this plan effectively in the field.

Video Conference on ICPS related issues with the Districts

A Video Conference was held on 29.06.16 on ICPS and related issues. Senior Departmental and Directorial officers participated in it from Bidyut Bhavan, Salt Lake. The DSWOs, Home Superintendents and DCPOs from different districts participated in it.

Observation of Child Protection Day

Child Protection day was observed on 9th June, 2016 at Rabindra Sadan, Kolkata . Minister of State (Independent Charge) for Women and Child Development and Social Welfare-Dr. Shashi Panja inauguarated the programme. All children from CCI s and across the state along with child protection functionaries participated in the event.

Interactive workshop on issues related to Inter-Country Adoption

An Interactive workshop on issues such as inter country adoption online process, documentation related to inter-country adoption, special emphasis on child study report, medical report and home study report along with role and netwroking with different stakeholders for foreign adoption and other topics related to Inter-Country Adoption was organized by the State Adoption Resource Agency (SARA), West Bengal on 25.05.16 at the Conference Hall, 10th Floor, BikashBhawan. Ms.Richa Misra, Director, Child Rights and Trafficking and Mr.Supriya Sarkar PM SARA and Ms.SandhyaChhetri, P O, SARA were the Resource Persons. 23 staff members of SAA and 16 members of DCPUs of all over West Bengal participated in the workshop. There were presentations, group discussions and Open House in this workshop.

Orientation on Track Child 2.0 for Stakeholders

A two days orientation on track child 2.0 was conducted for Data Entry Operators from the districts of Malda, Darjeeling, Dakshin Dinajpur, Uttar Dinajpur, Jalpaiguri, Murshidabad, Nadia, Coochbehar and Alipurduar in Extension Training Centre, Uttar Dinajpur on 26th and 27th May.

Training on Conducting and Reporting Home Study for the Victims of Trafficking

Training on home investigation report of trafficked victim was organised by the State Child Protection Society and supported by UNICEF on 31st May 2016. The objective of the training was to orient the participants on fundamentals of Home Inquiry Report/Social Investigation Report, to create a better clarity and to sensate them on Do’s & Don’ts of conducting Home Inquiry. The training was attended by DCPU social workers, child line members from Kolkata, Howrah, Nadia, Burdwan , North 24 Pargana , South 24 Pargana , Malda, Murshidabad and Jalpaiguri. There were participants from NGOs working on prevention of trafficking namely Sanlaap, SLARTC, Praajak, Barasat Unnayan Prostuti, Bulbulchandi Barind and Development Society, Goranbose Gram Bikash Kendra, CINI, Jabala etc.

A training of functionaries of 27 Open Shelters was organized from 14-16 march, 2016 at ICMARD building by Controller of Vagrancy in collaboration with SCPS. The staff members of Open Shelters were oriented on the new JJ Act and also on the roles and responsibilities of functionaries of Open Shelters. One day orientation on Track Child 2.0 for Stakeholders

  On March 21, hands-on training on TrackCHILD 2.0 of 69 CWPOs of different Police Stations of Kolkata was organized at ATI by DWCD. The TrackCHILD 2.0 kit developed in collaboration with Unicef and NIC containing brochure, CD and IEC materials on the portal was released by Ms. Roshni Sen, Secretary, Mr. Debasish Boral, Jt. CP (Crime), Kolkata Police and Ms. Paramita Neogi, CP Specialist, Unicef on the same day.

A two day workshop for State Level Resource Persons (SLRP)s was organized by SCPS, West Bengal on 16-17 February, 2016 at Hotel Stadel, Salt Lake, in collaboration with Save the Children and Unicef. 29 SLRPs selected from senior government officers, NGO representatives and Consultants took part in the Workshop.

A inter-state consultation on prevention of trafficking was organized by the Department in collaboration with Save the Children and JPISC at Hotel Hindusthan International, Kolkata on 2nd & 3rd February, 2016. Representatives of Jharkhand, Maharashtra, New Delhi, and West Bengal were present in the consultation

The first Video Conference (VC) between the two task forces of Maharashtra and West Bengal was held on 24.02.16 and the WBTF members participated in the VC from Vidyut Bhavan. Many important issues were discussed including possibility of taking victim deposition through VC , sharing of monthly database and single communication system
